DDA Members: Jim DeHaan, Lou LaChance, Lynda Heaton, Margene Buckhave, Greg Presley, Jim Long, Rick Shaffner. Absent: Mayor ProTem Carolann Ayers (excused), DDA member David Larsen (excused) Also Present: City Manager Gary Word, DDA Director Lori Ward, Police Chief James Petres, DPW Director James Gallogly, Deputy City Clerk Carol Kasprowicz, School Board President Martha Nield, MGM Manager Sue Scott, Reporters Scott Spielman and Pauline Campos. Proposed Downtown Parking Management Plan DDA Director Ward reviewed the process followed in formulating the proposed Parking management Plan. A committee, comprised of DDA members, City Staff, and several downtown merchants, met several times and explored various options in solving the downtown parking problems. A survey was sent to all businesses, the results of which revealed a higher number of office employees than realized. This proved to be a significant factor in analyzing the parking difficulties of the downtown area. The proposed Parking Management Plan proposed: - Limiting parking lots #1, #2, and #3 to 3-hour parking. - Limiting on-street parking to 2 hours. - Offering a free employee parking permit for parking on orange dots. - Adjusting the amount of orange dots in each lot. - Identifying the lot south of MGM and the MainCentre upper deck as employee parking. - Limit residential permits to one permit for each driver’s license holder. - Require all residential permit holders to park in an identified area overnight. - Increase the monthly fee of a residential permit to $5/month. Discussion / comments: - Hours of restrictions to be between 7 a.m. and 6 p.m., Monday through Friday. - Improve signage to indicate "free" parking. - Maintain a balance between shoppers’ convenience and parking enforcement. - Discussion ensued on implementing and enforcing the parking management - plan. The support of business owners is necessary for success. Strict enforcement is key to success. - Various tactics discussed regarding directing employees to park in long term parking areas. - Suggestion to increase the parking ticket fine from $5 to $10, effective January 1st. Staff was directed to bring the Parking Management Plan to City Council at the first meeting in June. Meeting adjourned 6:40 p.m. Respectfully submitted,
