City Council MinutesCity of Northville Mayor Johnson called the meeting to order with the Pledge of Allegiance at 7:30 p.m. in the Northville City Hall Council Chambers, 215 West Main Street, Northville, Michigan. ELECTION RESULTS: The City Clerk read the results of the City Regular Election held on Tuesday, November 4, 2003, as certified by the Oakland County Board of Canvassers on November 5, 2003. Total Registered Voters: 4,667 Total Votes Cast: 1,385 Mayor – 2 Year Term: City Council – 4 Year Term: Parking Bonding Proposal: INSTALLATION OF MAYOR/COUNCIL MEMBERS: Judge John E. MacDonald, 35th District Court, administered the oath of office to Mayor Johnson and City Councilmembers Carolann Ayers and Tom Swigart. ROLL CALL: Present: Mayor Christopher Johnson, Councilmembers Carolann Ayers, Kevin Hartshorne, Jerome Mittman, and Thomas Swigart Absent: None Also City Manager Gary Word, Assistant City Manager/Finance Director Nicolette Bateson, Present: DPW Director James Gallogly, City Clerk Dianne Massa, Patricia Johnson, Tollie Johnson, Karlek Johnson, Maureen Johnston of the Northville Record, and three citizens. PRESENTATIONS: A. Citizen Comments None APPROVAL OF AGENDA: Motion Ayers, seconded by Swigart to approve the agenda presented. Motion carried unanimously. NEW BUSINESS: A. Election of Mayor Pro Tem Motion Mittman, seconded by Swigart to elect Carolann Ayers as Mayor Pro Tem. Motion carried unanimously. B. Board and Commission Liaison Appointments The Mayor reminded the City Council to submit their board/commission liaison preferences (in order), in writing, by November 17, 2003. COMMUNICATIONS: A. Mayor and Council Communications Mayor Johnson asked the City Council if there was interest in changing the start time of City Council meetings from 7:30 p.m. to 7:00 p.m. Following brief discussion, it was decided that the meeting time should remain at 7:30 p.m. Swigart and Ayers commented on their attendance at a recent event relative to the Baseline Road art sculpture being designed by local artist David Barr. Mayor Johnson noted that the DDA met on November 10th and will be revisiting parking expansion in the downtown. The DDA will hold a meeting on December 8, 2003 to give citizens the opportunity to give their input on parking expansion/parking deck design. Mittman mentioned a parking related item that recently appeared in The Detroit News. He suggested that the administration review the parking ticket structure in order to determine if people are abusing the over-limit violation. Ayers will be out of town and unable to attend the November 17, 2003 City Council meeting. B.
