Downtown Development Authority MinutesDOWNTOWN DEVELOPMENT AUTHORITY Present: DDA Members: Christopher J. Johnson, Jim DeHaan, Lynda Heaton, Margene Buckhave, Lou LaChance, Greg Presley, Jim Long. Others: City Manager Gary Word, DDA Director Lori Ward, DPW Director Jim Gallogly, MGM Manager Sue Scott, Reporter Scott Spielman Absent: Rick Shaffner (excused), Dave Larsen (excused) Approval of Minutes: There being no corrections or additions, the minutes of the April 30, 2002 and May 20, 2002 meeting were approved. Presentations: Development of Parking Lot #2 (Main/Wing/Dunlap) Two separate developers have indicated their intention to develop property owned by them but presently used as parking spaces in City Parking Lot #2. Additionally, in light of a continuing need for parking spaces in specific downtown areas, the City has tentatively explored the possibility of building a parking deck in the area of Parking Lot #2. The parking deck is proposed to be four levels high, with one level below grade, presenting a height no higher than the Northville Record building (37 feet). The project proposed to be at the southwest corner of the lot (Long project) is anticipated to be three stories high with the first story for retail and the second and third story for business offices. The entrance to the building would be on the west end of the building. The project proposed to be at the northwest end of the lot (Buckhave project) is anticipated to include two buildings of three stories containing retail / small office on the lower level with residences above. Discussion / questions ensued regarding placing the parking deck behind the Marquis Theatre. It was demonstrated that an effective deck behind the Marquis Theatre would be difficult to build due to the configuration of the building itself. Other issues discussed were: - Current favorable market conditions for building a deck - Possible fees for long term parking on the deck - Possible retail customer validating parking system - Quick outline of possible financing option It was suggested that a joint study session be called between the DDA and the City Council to discuss the tentative plans for these projects. It was stated the request for a joint session will be placed before Council at the June 17th City Council meeting. Mayor Johnson and Jim DeHaan left meeting at 9:00 a.m. Discussion ensued on existing parking and the implementation of the new Parking Management Plan. Word expressed the reservations held by management of MGM on the parking management plan. City management and MGM management have agreed to meet 2-3 months after the implementation to revisit these reservations.
