DOWNTOWN DEVELOPMENT AUTHORITY
Special Meeting of September 30, 2003
8:00 AM – City Hall

Present: DDA Members: Christopher Johnson, Margene Buckhave, Jim DeHaan, Lynda Heaton, Lou LaChance, Dave Larsen, Jim Long, Greg Presley.

Absent: Rick Shaffner (excused)

Also Present: City Manager Gary Word, DDA Director Lori Ward, DPW Director Jim Gallogly, School Board President Joan Wadsworth, Recording Secretary Carol Kasprowicz, Matt Jobin of Rich & Associates, Reporter Scott Spielman.

New Business:

RFP for Lots 528 and 545

Director Ward noted that two proposals were submitted for the purchase of Lots 528 and 545, which are located in the vicinity of Parking Lot #2 (Main and Wing Streets). One proposal was submitted by Paciocco Companies Limited, and the other was submitted by K2 Properties, LLC. It was noted that in the proposal submitted by Paciocco Companies Limited Partnership, a letter stated that a joint proposal with the Buckhaves was submitted under separate cover. This was not done.

It was suggested that a subcommittee be formed to review the proposals and present a recommendation to the Board at the next DDA meeting.

DDA Board member Presley stated he would refrain from voting on any matters dealing with the two proposals because he had a professional relationship with both parties. This suggestion was concurred by the Board.

Motion DeHaan, seconded by Larsen to accept the two proposals for the sale of Lots 528 and 545, and note that a separate joint proposal of Paciocco and Buckhaves was not submitted as stated in the proposal letter of Paciocco. Motion carried unanimously. (Presley abstained.)

Motion DeHaan, seconded by Larsen to appoint Heaton, Larsen, and LaChance as members of the subcommittee to evaluate the proposals submitted for the sale of Lots 528 and 545. Motion carried unanimously. (Presley abstained.)

Public Information Meeting for Proposed Parking Expansion

Material was created and organized for presentation at the upcoming public information meeting. The material was reviewed and suggestions were made as to the form and content.

Motion DeHaan, seconded by Long to call for a Public Information Meeting to be held on Monday, October 13, 2003 at 7 p.m. at City Hall. Motion carried unanimously.

Meeting adjourned 9:50 a.m.
