ELECTION COMMISSION
MEETING MINUTES
April 27, 2005

A meeting of the Election Commission of the City of Northville, Michigan, was held on April 27, 2005 at the City of Northville Municipal Building, 215 West Main Street, Northville, Michigan, at 8:05 a.m. at which time and place the following Commission members were present:

Robert Marzano, City Attorney
Jerome Mittman, Councilmember

Absent: None

Citizen Comments None

Approval of the Minutes

Motion Marzano, seconded by Mittman to approve the April 12, 2005 Election Commission meeting minutes as submitted. Motion carried unanimously.

New Business

A. May 3, 2005 Election Update

At the April 12th meeting, the Election Commission authorized the City Clerk to perform certain duties related to the election on behalf of the Commission, which included providing and preparing precinct supplies and forms, determining the number of voting stations needed at each precinct, preparing test charts (predetermined results) and test decks, and conducting preliminary and public accuracy testing (includes testing and sealing equipment). An update was offered, noting:

Precinct supplies and forms: The precinct kits are prepared and ready for the May 3rd election. The Commission reviewed the precinct kit supply list. Precinct registration lists would be printed on April 30th.

Voting stations needed at each precinct: State law requires a minimum of one voting station for every 300 registered voters. As such, Precinct 1 would have eight available voting booths and Precinct 2 would have nine available voting booths.

Official Ballot: As part of the election coordination plan, the County Clerk was responsible for ballot layout and printing. The Commission reviewed a copy of the official ballot.

Test chart (predetermined results) and test decks: The test chart (predetermined results) were prepared using the State of Michigan Test Deck Preparation for Optical Scan Voting Machines manual. The Commission reviewed the test chart, test deck preparation manual, and a copy of the test ballots. The official test deck ballots were marked using the test chart (predetermined results) results.

Preliminary and public accuracy testing: Preliminary testing had not been completed.

Precinct 1 (Wayne County) was completed on Friday, April 22nd. The preliminary results match the test chart results.

Precinct 2 (Oakland County) was not complete. The preliminary results match the test chart results. However, report testing could not be completed until the County forwarded necessary computer files to complete the testing process.

It was noted, that, once testing was complete, all preliminary results, along with the test deck and test charts, would be sealed and would remain sealed until the public accuracy test. Due to publication deadlines (at the Northville Record and by statute) and the uncertainty of when the City would receive its Oakland County (Precinct 2) election coding, the public accuracy test was scheduled for Friday, April 29th at 9:00 a.m.

Motion Mittman, seconded by Marzano to adjourn the meeting. Motion carried unanimously.
