Historic Commission MinutesNORTHVILLE HISTORIC DISTRICT COMMISSION 1. CALL TO ORDER: Commissioner Tom Swigart called the Historic District Commission meeting to order at 7:00 P.M. 2. ROLL CALL: Present: Coponen, Cryderman, Culp, Holleman, Kennedy, Swigart. Absent: None. 3. Minutes: Motion by Culp, supported by Cryderman to approve the February 21, 2001 minutes as submitted. Motion unanimously carried. Voice Vote. 4. AUDIENCE COMMENTS: None. 5. REPORTS: City Administration: None. City Council: None. Planning Commission: None. Other Community / Governmental Liaisons: None. 6. CASES: CASE #1 John & Tracy Soukup Containment Fence 511 W. Cady Street Northville, Michigan 48167 John Soukup presented information for a residential fence on both sides (east and west) of his property as well as containing the entire back yard. No current fence exists except for a 6’ privacy fence on the back property line, which will remain. The side fence will be a 48" high picket fence, made out of red cedar and stained white. The pickets will be 3" wide with a 3" spacing. Motion by Culp, supported by Cryderman to approve the application as submitted. Motion unanimously carried. Voice Vote. CASE #2 Robert & Sally Dixon Re-Roof 549 W. Dunlap Northville, Michigan 48167 Mrs. Dixon described plans to re-roof her home. She provided samples of the shingles. The manufacturer is Certainteed by Independence. The color is Georgetown Grey. Motion by Holleman, supported by Cryderman to approve the application as submitted. Motion unanimously carried. Voice Vote. CASE # 3 Keith Patterson Re-Roof 527 W. Dunlap Northville, Michigan 48167 Mrs. Patterson described plans to re-roof her home using the previous applicants samples. The manufacturer isCertainteed by Independence. The color is also Georgetown Grey. Motion by, Culp supported by Coponen to approve the application as submitted. Motion unanimously carried. Voice Vote. CASE #4 Ross Worley Addition 115 Linden Street Northville, Michigan 48167 Mr.Worley explained plans for an addition to his home on Linden Street. Although the printing on the plans were difficult to read, Mr. Worley explained the addition. The Commissioners considered the addition compatible to the "simplistic" existing house. The new exterior finish will match the existing exterior. The roof, siding, and windows will replicate those on the original house. Motion by Cryderman, supported by Coponen to accept the application as submitted. Motion unanimously carried. Voice Vote. CASE #5 Jasmine’s Chinese Food Sign 146 Mary Alexander Court Northville, Michigan 48167 The applicant stated that he plans to use the existing space, formerly used by Aladdin’s, for signage. Golden Pointe Awning and Sign will make the new sign. It will have flat, cut out letters as shown in the plans. Colors will be dark green, burgundy and gold. Chief Building Official, Richard Starling stated that the sign presented, exceeds the allowable square footage of the Sign Ordinance. The applicant could either seek a variance or reduce the dimensions of the lettering. The applicant stated that he would reduce the dimensions to meet the ordinance requirements. Motion by Culp, supported by Kennedy to accept the application as submitted with the condition that the sign modification comply with the City of Northville’s Sign Ordinance. Motion unanimously carried. Voice Vote. CASE #6 Rafi Kuredjian Demolition 422 Dubuar Northville, Michigan 48167 The applicant asked approval to demolish the existing house on Dubuar. He plans to build a new home on the lot in the existing footprint of the original house. COMMISSIONER COMMENTS AND CONCERNS: Commissioner Cryderman stated that originally he thought the home could be moved to another location, but on research, now understands it cannot and is also not salvageable. Commissioner Holleman stated that he understands the need to demolish this particular house. However, in all cases of demolition, there should be a convincing demonstration for demolition. A photograph of each elevation should be provided, as well as, plot and floor plans. The responsibility of providing this type of information should be with the petionerer. Eventually, this material should be placed in the archives of the Northville Historical Society located at Mill Race Village. Building Official, Richard Starling agreed that the existing house is structurally deficient. Motion by Cryderman, supported by Coponen to grant the demolition of the home at 422 Dubuar. Motion unanimously carried. Voice Vote.
CASE #7 Jasmine’s Chinese Food Enclosed Storage 146 Mary Alexander Court Northville, Michigan 48167 The applicant described plans to enclose the area behind (rear/south side) Jasmine’s for storage. It is a 13’ x 9’ area to be used for storage of boxes, menus, and paper products. The outside area will be vinyl sided. Motion by Cryderman, supported by Cryderman to accept the application as submitted. Motion unanimously carried. Voice Vote. CASE #8 Randy Dickinson Porch Addition, Siding, 204 Randolph Shingles Northville, Michigan 48167 Randy Dickinson explained plans for renovation to the home at 204 Randolph. The home was built in 1843 and was originally an Academy. A new porch complete with columns will be constructed and the existing windows will have new dentals. IKO, 25 year shingles, will be used. The style is Cambridge and either a green shingle or slate will be used. The porch will remain white to match the existing home. John R. LaCroix, representing J.S. Architectural & Design Co., located in South Lyon, Michigan submitted drawings. Motion by Kennedy, supported byCryderman to accept the application as submitted. Motion unanimously carried. Voice Vote. MISCELLANEOUS: Commissioner Holleman circulated his memo: Developing guidelines for Consideration of Demolition- Approvals within the Northville Historic District. (3-21-2001) He sated that an over riding case to demolish a home should be presented by the applicant. The burden of proof to demolish resides with the petitioner. Specific and detailed reasons for demolition need to be provided by the applicant. The handout was for review and discussion, as an Agenda item for the April 2001, meeting. The Commissioners thanked him for the input. Tom Swigart presented an over view of the ongoing U.S. Post Office expansion / rennovation project and City Hall negotiations ADJOURNMENT: Motion by Cryderman, supported by Holleman to adjourn the meeting at 8:10 P.M.
