1. CALL TO ORDER: Chairman Tom Swigart called the Historic District Commission meeting to order at 7:00 P.M.

2. ROLL CALL:

Present: Cryderman, Culp, Holleman, Worley, Swigart.

Absent: None

3. Minutes: Motion by Culp, supported by Cryderman to approve the January 16, 2002 minutes as submitted. Motion unanimously carried – Voice Vote.

4. AUDIENCE COMMENTS: None.

6. CASES:

CASE #1

David Marino New Residence

528 Randolph, Lot 455

Northville, Michigan 48167

The applicant, David Marino, explained the plans to build a 3,200 sq. ft. French Colonial on Lot 455 at 528 Randolph. He stated that at the February Planning Commission meeting he was granted lot split approval. He stated that his wife was ill and not able to attend the meeting. She, as well as the architect, could provide many of the esthetic details for the home. He emphasized, that when built, the home will have the quality that exists in the log cabin (that he also built). It will enhance and be a pleasant addition to the neighborhood. The attention to details will give it an "old style" French charm. Details of the plans include using drivet on the exterior, copper style gutters, hand made rustic shutters, and French door walls. Mr. Marino stated he had forwarded a copy of the Northville Historic Design Standards to the architect for a reference.

COMMISSIONER COMMENTS AND CONCERNS: Most of the Commissioners had reservations regarding the style of the house fitting into the Historic District. Some had concerns with the use of EIFS, the house fitting in with the character of the neighborhood, and with the general "rhythm" or volume of the house.

Motion by Cryderman, to approve the application for the new home at 528 Randolph, Lot 455.

Motion failed because of lack of support.

Motion by Holleman supported by Worley to defer action pending further information from both the builder, and the architect, regarding the plans. Voice Vote. Motion Unanimously Carried.

Mr. Marino sated that he was anxious to begin the project. The idea of a Special Meeting was discussed.

Chief Building Official, Richard Starling stated that could occur, but the legal notices would have to be posted. A tentative meeting was scheduled for Wednesday, March 6 2002.

CASE #2

Greg Presley/Cosper/Jensen Residence New Residence

335 Linden

Northville, Michigan 48167

Greg Presley, architect, described plans to build a one and three quarter story, Cottage Gothic or Victorian farmhouse style home. It will have the same orientation as the demolished home facing Linden St. and the garage will face Linden Court. The 3,035 sq. ft. two story home will have sloped ceilings on the second level. The home will have a 25’ set back, and sidewalks will be added. Porches are on the east and north sides, and the garage on the south side. The home will have hardy plank siding, a brick chimney, columns and shutters. The applicant will return with final colors for the home and the roof.

A retaining wall at the rear of the property as well as a proposed ground drainage system was discussed. Rick Starling stated that drawings for these two items needed to be submitted to the Building Department for his review, a permit, and must meet the engineering standards.

Motion by Holleman, supported by Worley,to accept the application as submitted, with the condition that the applicant returns for final colors and roofing material. Voice Vote: Motion Unanimously Carried.

CASE # 3

Graphic Visions/Bio Age Sign

137 CadyCentre

Northville, Michigan 48167

Sue Dillon representing Graphic Visions described plans for signage at BioAge. The sign will be one double-sided computer rout red bracket sign for CadyCentre. The bracket is 41" long. The substrate for the sign is 1 ½ " sign foam. Colors are SW -Navajo White, SW 2940- Bridgeport Blue. Traditional gold leaf and aluminum leaf are the colors for the pin stripes. Silver metallic paint and Bridgeport Blue are the paint colors for the printed decal.

Motion by Cryderman, supported by Holleman to accept the application as submitted.

Motion Unanimously Carried. Voice Vote.

Case #4

Graphic Visions/Cambridge Development Sign

175 Cady Street

Northville, Michigan 48167

Sue Dillon, representing Graphic Visions, explained the application for a Temporary Sign for Cambridge Place, the development on Cady Street. She referenced the Northville Zoning Ordinance – Sign Ordinance and her confusion in the wording of the ordinance and exactly what would be allowed. This sign is one of

Temporary Use and a pre-construction sign. As submitted, the freestanding sign is 6’3" by 44". The number of message units allowed on the sign was also in question.

A color graphic indicating the exact wording was submitted to the Building Department.

Building Official, Richard Starling suggested approving the colors for the sign, and having Planning Consultant, Don Wortman review the Sign Ordinance to establish the height of the sign and the message units.

Motion by Cryderman, supported by Culp to approve the sign, colors and dimensions as provided in the packet and submitted, with the condition that if a larger dimensional sign were allowed ( within the wording of the Zoning Ordinance per Don Wortman’s review) that the larger sign could be used. The larger sign would be administratively approved. Motion Unanimously Carried. Voice Vote.

CASE #5

Compo Creations/Mihalik Residence New Window

142 Randolph

Northville, Michigan 48167

Jack Lazara representing the applicant explained plans to bump out a second floor double hung bedroom window and install one large four-foot window, which configures with one single egress window. All exterior trim, eaves, siding and color details will match that of the existing home.

He also asked to add an "eyebrow" window to the existing west wall of the bedroom to provide cross ventilation. The house originally had an eyebrow window on the rear façade, prior to an earlier addition.

Drawings and specifications were not submitted for the "eyebrow."

Motion by Worley, supported by Culp to approve the application for the egress window as submitted, with the condition that the window eyebrows be approved by way of a sub committee.

7. DISCUSSION:

David and Suzette Heathcote

226/228 Linden ST.

Northville, Michigan 48167

The Heathcotes submitted a letter for the Commissioner’s review. The letter stated that the Historic Commission approved a roof replacement for 226/228 Linden in the fall of 2001. However, the rear roof of 228 Linden was not replaced at that time. Recently, Chief Building Official, Richard Starling placed Field Correction Notice, Not Approved on the project. The Heathcotes now need approval to replace the rear section of the roof, which was originally not completed. The shingles match the existing front portion and are a 3-tab shingle with a random architectural type shingle. The color matches the existing shingle.

Motion by Culp, supported by Holleman to approve the reproofing of the rear portion of the unit to match the existing front portion of the unit. Motion Carried Unanimously. Voice Vote.

 

8. ADJOURNMENT:

Motion by Holleman, supported by Culp to adjourn the meeting at 8:50 P.M.
