1. CALL TO ORDER: Commissioner Tom Swigart called the Historic District Commission meeting to order at 7:00 P.M.

2. ROLL CALL:

Present: Cryderman, Culp, Holleman, Payne, Swigart, Worley.

Absent: None.

3. Minutes: Motion by Culp supported by Holleman to approve the May 15, 2002 minutes as submitted. Motion Unanimously Carried. Voice Vote.

4. AUDIENCE COMMENTS: None.

6. CASES:

CASE #1 Enclose Porch,
Paul Lammeraux                                Extend Deck

Northville, Michigan 48167

Mr. Lammeraux and his contractor, Mark Williams, described plans to enclose a rear screened in porch making it a family room, and to repair and extend an existing deck. Mr. Williams stated that all materials used to enclose the porch would match that of the existing house. The siding is identical and the deck railings will match the existing railing in the front of the home.

Commissioner Comments and Concerns: Because the color photos of the new enclosed porch submitted to the Commissioners changed the look of the rear of the home, the consensus was that the dimensions of the windows should be changed to replicate the dimensions of the screened in windows on the original porch. The historic integrity of the home should be honored and the windows as presented, did not match those of the house. They were not the style as were once on the porch.

Chief Building Inspector, Richard Starling stated that this application was started, and is almost finished, with out any work permits. When called to his attention, he placed a stop work order on the project.

Commissioner Consensus was that the three newly installed smaller windows of the family room be changed to keep with the historical characteristic of the home. Consensus was that three larger windows could still be used with out compromising the functionality or usability of the room.

Motion by Culp, supported by Holleman to refer the application for the enclosed porch back to the applicant for a new design for the windows on the east side of the home. Motion Unanimously Carried. Voice Vote.

CASE #2
David & Debra Mielock                                        Garage

Northville, Michigan 48167

David Mielock presented plans for a new two car detached garage to be built at the back of the lot. He stated that at the June 5th ZBA meeting a variance was granted to build the garage with a zero lot line. Also, in 1996 the plans for the garage were approved when the plans for the addition and the remodeling of the existing home were approved. The house was completed in 1996, but the garage was never started. The garage will be built in the same location and on the original footprint. The existing retaining wall will remain to the top of grade and a new 2x 4 wall will be built on top of the existing wall. A 1" x 8" trim board will be installed on the belt line. The pitch of the roof follows the roof- line of the house and keeps with an historic nature. The asphalt shingles, and the double hung Anderson window will match the home. The wood lap board siding and wood trim with drip edge will match the house and be painted white, as well as the overhead sectional door.

Motion by Culp, supported by Holleman to approve the application for the garage. Motion Unanimously Carried. Voice Vote.

CASE # 3
James H. Perry                                               Fence

Northville, Michigan 48167

Mr. Perry described plans to replace an existing chain link fence with a white cedar, custom designed, privacy fence to be painted white. It will be built along the north and west property line. It will be 60" high and tie into the neighbor’s garage.

Motion by, Cryderman supported by Holleman to approve the application for the

Fence. Motion Unanimously Carried. Voice. Vote.

CASE #4
Don & Cheryl Leith                                   New Home
Randolph Street
Northville, Mi., 48167

The Leith’s and the contractor, Randy Dickinson, described plans to construct a new 4,700 sq. ft., custom built, Italian style, single-family home on Randolph Street. The home will be built directly behind the log cabin hone at 528 Randolph. The applicants stated that it is their intent to build an old European and Tuscan style home using design elements and materials that will look old. Stone, reclaimed brick and slate look roof shingles will be used.

Commissioner Comments and Concerns: Because the proposed house is in the Historic District, the Commissioners suggested the applicant review the Northville Historic Design Standards. They also suggested that the architect be present to defend the house and to convince the commissioners that this particular home is the right house for this location.

Motion by Holleman, supported by Culp to refer the application back to the applicant pending additional documentation samples of materials to be used, and input from the architect defending the historical intent of the project. Motion Unanimously Carried. Voice Vote.

CASE #5
Sagimore/Graphic Visions                            Sign

The applicant representing Sagimore Capital L.L.C. presented plans for signage. Graphic Visions is the contractor. The double-sided sign is 24" x 10" made of 2" Signfoam with a carved and decorative route red edge. The background color of the sign is Sherman Williams #6149 Relaxed Khaki, Lettering - Reflex Blue, and trimmed in Traditional Gold Leaf.

Motion by Culp, supported by Worley to approve the application for the signage for Sagimore. Motion Unanimously Carried. Voice Vote.

CASE #6
Deborah & Lou Ronayne                                  Exterior Color & Shingle

Northville, Mi., 48167

Lou Ronayne described plans to re-roof the house and the garage, add window trim, and change the trim colors on the house and the garage. The roof shingles are "Certainty’s" Shangle - Carriage House Style. The color is Georgian Brick. Paint colors for the house are Sherwin Williams: Main – Rice Grain, Trim – Sawdust and Power Pot. The applicant spoke of removing the shutters and replacing the existing eyebrows on the house with a different style.

Motion by Holleman supported by Worley to approve the roof shingles and the exterior paint colors for the house as submitted. The applicant is to return to the Historic Commission with details and complete architectural drawings for the details of the window trim. Motion Unanimously Carried. Voice Vote.

CASE #7
Cosper Residence/Joan Jensen                         Exterior Color &
335 Linden Street                                       Material & Sky Light
Northville, Michigan 48167

Joan Jensen asked for exterior color approval and building changes to the new residence at 335 Linden Street. All paint is Benjamin Moore.

Colors include:

Cedar trim and windows – Brilliant White (Moonglo, Soft Gloss),

Hardie Plank Siding - Antiquity (OC-107) or Pale Moon (OC-108),

Shutters - Wedgwood Grey (HC-146.)

Front Door - Natural Stained Wood.

Other exterior materials include:

Vinyl shutters by Mid American.

Porch rail, spindle and deck system by Monarch.

Porch ceiling to be 3 ¼" T & G cottage board – painted white.

Brick base for house and porch - reclaimed brick – Terra Cotta.

Roof - "Weathered Wood" by Elk – Premier.

Changes to the approved plan:

Historic wood garage door changed to insulated steel colonial lights.

Garage gable with two windows changed to two decorative louvers.

Small round bubble skylight above the back entrance changed to a Velux #101

21 ½" x 28" window.

Front Porch 8" x 8" wood columns changed to Perma-cast columns.

Synboard Trim changed to smooth cedar trim.

Mrs. Jenson stated that many of the changes to the original approved plans were done so because the occupants are an elderly couple who desire an exterior maintenance free home. Other changed items were because of cost factors

Commissioner Comments and Concerns: The commissioners agreed that the architect’s (Greg Presley) attention to detail in the original plans were preferred. They wished he had been present to defend the changes. The suggestion was offered that the single "sub – division" style garage door be somehow changed to look like two separate doors. The shutters on the house should be changed to 16-½ wood shutters.

Motion by Cryderman supported by Culp to approve the application as follows: 1. Paint hues (color ranges) are preliminarily approved but, may change slightly as the applicant moves towards a final decision. 2. Wood shutters to be approved by a separate sub committee. 3. Wood garage door changed to one insulated steel door. 4. Garage gable changed from a window to a "barn style" configuration to be approved by a sub committee. 5. Oval front door changed to a ten-panel front door. 6. Wood columns changed to Perma-cast columns 7. Synboard trim changed to smooth cedar trim. Motion Unanimously Carried. Voice Vote.

7. DISCUSSION:

Tom Holleman reported that Eagle Scout, Jeff Mihalik, has photo indexed all the houses in the Historic District for an Eagle Scout project. A letter of appreciation should be drafted to him. The Commission and Mill Race should ask for copies of the indexing.

Holleman also reported that he worked with Mike Shaw (new owner of the Mill Stream Apartments) on a report for demolishing the structure at the rear of the property. A report regarding the historical documentation of the structure has been completed and filed at Mill Race Village.

8. ADJOURNMENT:

Motion by Cryderman, supported by Holleman to adjourn the meeting at 9:15 P.M.
