Historic Commission MinutesNORTHVILLE HISTORIC DISTRICT COMMISSION 1. CALL TO ORDER: Mayor Christopher Johnson called the Historic District Commission meeting to order at 7:00 P.M. 2. ROLL CALL: Present: Culp, Bayly, Holleman, Gudritz, Johnson, and Coponen Excused: Cryderman Also Present: Chief Building Official, Richard Starling. 3. CASE #1 Ronald Somers Windows 515 W. Dunlap Northville, Michigan 48167 Chirri Builders described plans to replace four double hung windows with Pella brand Precision Fit, " Pocket" double hung, and replacement windows. The windows are installed from the interior in the existing frames. The exterior aluminum trim around the new windows will be approximately 1" width to preserve the original look. Motion by Culp, supported by Bayly to accept the application for completeness. Voice Vote: Ayes: All. Nay: None. Motion Unanimously Carried. Motion by Coponen, supported by Gudritz to grant a motion to proceed to replace the four windows. One window will be on the north (over the porch), one on the west and two (side by side) on the east side of the house. Trim will match that of the existing house. Voice Vote: Ayes: All. Nays: None. Motion Unanimously Carried. CASE #2 Kitchen Addition James and Denise Nash 417 W. Dunlap Northville, Michigan 48167 Motion by Coponen, supported by Culp to recuse Commissioner Holleman from the application for the Nash’s kitchen addition. Voice Vote: Ayes: All. Nays: None. Motion Unanimously Carried. Tom Holleman, the architect for the project, described plans for a kitchen/laundry room addition. The house was built in 1870 and is one of the best examples of Greek revival in Northville. In the late 1980’s an addition was added. A 150 sq. ft. second addition will be added for the expansion of the kitchen and a mud room. An original 1870 window will be reused on the south façade and the trim will be reproduced. Four inch, beveled cedar wood siding will be used on the addition and will be painted to match that of the existing home. The colors are a blue/grey with white trim. At a later date, the existing aluminum siding will be removed and the wood underneath refurbished. Motion by Culp, supported by Coponen to accept the application for completeness. CASE #3 Garage Jeff Davis 124 Randolph Street Northville, Michigan 48167 Greg Presley, the architect for the project, described plans for a new, three bay garage, (24’ x 36’) in the rear of the lot. The home was built in the late 1880’s or 1890’s. The plans for the new garage will be in keeping of the same style of the home. The existing garage will remain for every day use, while the new garage (used for storage of the owner’s jeeps and motorcycles) will have a 12’ x 12’ pitched roof and a 2 ½’ over hang on the front of the building. Lap siding and paint colors will match that of the existing house. The main garage door will be from the Americana Series, carriage style and paintable. The service door will have recessed panels and the side door will be a standard metal insulated door. Motion by Holleman, supported by Coponen to accept the application for completeness. CASE #4 SIGN Graphic Vision//Comfort Keepers 247 CadyCentre Northville, Michigan 48167 Sue Dillon, representing Graphic Visions and Comfort Keepers, presented plans for a single sided sign (17 7/8" x 64 x 5/8") that shares the space with CTE Pension Advisors. Comfort Keepers signage will replace the Premier Sports logo on the main sign and the small concourse sign panels. The sign will be a dimensionally set in panel, attached to the CTE panel which will create a ¾" – 1" raised effect. On the main sign, the same background colors of the existing sign and the dimensional carved details, including the gold leaf will be utilized. The mounting systems and the signs will be in the same location. One separate panel will be attached to the front of the existing sign. The background of the new panel will match that of the existing sign –The colors for the Comfort Keepers, carved logo panel: SW 6802 - Jacaranda Blue. SW 6800 – "Something Blue" Traditional Gold Leaf PMS 208 Burgandy Motion by Culp, supported by Holleman to accept the application for completeness. Voice Vote: Ayes: All. Nays: None. CASE #5 SIGN Graphic Visions/The Moss Rose 184 E. Main Street Northville, Michigan 48167 Sue Dillon, representing Graphic Visions and the Moss Rose, (former Fine Threads) explained plans for signage. The front elevation is a wall mounted, single sided, 15.83 sq.ft. carved, sign foam sign. The dimensions are 7’ 11" x 23 ½". The back elevation wall mounted, single sided sign (18" x 6’) is ½" MDO with vinyl graphics. The colors for both signs are: Traditional Gold Leaf and painted SW 6307 – Fine Wine. The placement of the sign is the same location as for Fine Threads Motion by Gudritz, supported by Coponen to accept the application for completeness. Voice Vote: Ayes: All. Nays: None. CASE #6 Graphic Visions/Northville Physicians SIGN 215 East Main Street Northville, Michigan 48167 Sue Dillon, representing Graphic Visions, and Dennis Energer owner of 215 W. Main Street, were present to discuss the new signage. A more visible sign plan is needed to overcome liability issues regarding ambulance and emergency vehicles. The placement of the original signage, delays vital emergency care. Current sign panel location is mounted low on the building façade. Proposed sign panel locations are located above the colored brick band on the first floor. Changes to the plans which were originally submitted included the fact that the tenants have increased from three to four. The size of the signs is downsized from the three originally submitted, in orders to meet the requirements of the sign Ordinance. The four tenant panels will be spaced evenly and balanced along the front of the building. The "215" address (47" x 14 ½") will be removed, lowered and centered. Sign panel dimensions are 74" x 30" The sign panels are one sided and dimensionally carved. Border – SW Lodestone Background – SW Country Squire Letters – Traditional Gold Leaf 3D Add-On (Corner Medallions) – Traditional Gold Leaf Commissioner Comments and Concerns: The applicant should return with the placement of the signs and the lighting. Motion by Culp, supported by Holleman to refer the application back to the applicant pending placement, spacing and style of lighting. Voice Vote: All. Yeas. Nays: None. Motion Unanimously Carried. Motion by Culp, supported by Holleman to issue a notice to proceed for the fabrication of the sign, subject to the sign’s dimensions being verified by the building department. Voice Vote: Yeas: All. CASE #7 SIGN Graphic Visions/Arbor Hospice Brave Hearts 126 MainCentre Northville, Michigan 48167 Sue Dillon representing Graphic Visions and Arbor Hospice explained plans for signage. Arbor Hospice will use the existing sign for the former Sagimore Capital. The size and position will not be altered and the mounting hardware will be reused. The background of the sign will be Navaho White. The graphics will be dimensionally carved with traditional gold leaf. The corporate logo will be maintained. These colors include: SW 6954 Resonant Blue SW 6895 Forceful Orange SW 6864 Cherry Red SW 6922 Outrageous Green COMMISSISONER COMMENTS AND CONCERNS: The corporate colors are very vivid and bright. Ms. Dillon responded that they are, but they are the corporate colors and logo. Also, the colors will be toned down a shade, because of the processing. Motion by Culp, supported by Coponen to grant a certificate of completeness. Voice Vote: All. Nays: None. Motion Unanimously Carried. CASE #8 CHANGES Janis Johns TO ORIGINAL 410 E. Main Street SUBMISSION Northville, Michigan 48167 The applicant, Janis Johns was present to explain the changes to the original application. She now has a new architect – the third. The Commissioners spent much time guiding and helping the applicant sort thru the three different plans that have been submitted. All the Commissioners were in agreement that the original plans by Hoffman Design, Inc. (dated 9-9-2002) were the truest to the character of the original style. Commissioner Comments and Concerns: The Commissioners were in agreement that the rhythm and proportions of the windows in the house need to fit in with the historical aspect of the original home built around 1890. Numerous homes in Northville with the same design and apparently built by the same architect were sighted. A perfect example was the Nash home (tonight’s case #1). The two front (north elevation) windows need to be replaced and brought back to a look of the original home. This could be accomplished by two windows mulled together. The home’s front façade is crucial and must fit in. The "sub-division" oval front door is not in the authentic character of the home. (At some time, the front door should be replaced by a period style door.) A dormer (at the east elevation) with three smaller separate windows could be added. Motion by Culp, supported by Gudritz to refer the application back to the applicant. Voice Vote: Yeas: All. Nays: None. Motion Unanimously Carried. Because the applicant seemed to need direction, it was suggested that the many different issues be discussed by way of a sub-committee.
#9 SIGN Healthy Solutions 137 East Main Street Northville, Michigan 48167 No one was present to represent the application. The Chief Building Official stated that this sign has already been installed with out a permit. It is internally lit with a primitive light bulb fixture. This issue needs to be resolved and the applicant needs to appear before this board. Motion by Gudritz, supported by Holleman to refer the application back to the applicant pending the applicant to appear before the Historic District Board. Voice Vote. All. Nays: None. Motion Unanimously Carried.
7. DISCUSSION: 1. Londeco-Jim Long Color Board requested at previous meeting. Jim Long presented color boards and samples for the new building on W. Main Street. West end sills- Granite - Verde Markitaka East end sills – Granite - Dakota Mahogany East end floor - 3’x 6’ Copper’s mine West end floor – 3’ x 6’ Alpine Tumbleweed Center Court – Flamed Verde Ubatuba. Motion by Holleman, supported by Coponen to accept the colors and materials as Submitted. Voice Vote: All. Nays: None. Motion Unanimously Carried. 2. Don Moore – D & D Bicycle A study session involving the Historic District Commissioners and D & D Bicycle will be scheduled. The commissioners asked that all previous meeting minutes which concerned D & D be provided to the Commissioners in preparation for the study session.
