1. CALL TO ORDER: Mayor Johnson called the Historic District Commission meeting to order at 7:00 P.M.

2. ROLL CALL:

Present: Culp, Bayly, , Coponen, Holleman, and Johnson.

Excused: Rodgers and Gudritz.

Also Present: Chief Building Official, Richard Starling.

3. MINUTES: May 18, 2005

Motion by Coponen, supported by Bayly, to approve the May 18, 2005 minutes as submitted. submitted. Voice Vote: : Yeas: All. Nays: None. Motion Unanimously Carried.

6. CASES:

CASE #1 Exterior Paint/Window Removal

And Relocation and Fence Installation.

Barb Funke explained the exterior color changes for the home at 206 W. Dunlap.

Paint Colors: Benjamin Moore/Classic – Blue Heron - Siding

Benjamin Moore/Historical – Monterey White - Trim

Benjamin Moore/Historical – Concord Ivory – Window Sashes

Ms Funke explained the proposed changes to the windows on the first floor, west elevation. One window towards the south will be removed and the second and third windows will be shifted slightly to the north which balances the space between the three windows on the first floor elevation. All original windows and trim will be used with the relocation.

Ms Funke also explained the installation of several fences. On the west side of the home a 3’ decorative iron/aluminum fence connecting the back corner (northwest) of the home with the front corner (southeast) of the garage. At the side yard (east elevation) a 6’ privacy fence to match the existing 6’ privacy fence at the rear is proposed. The fence planned for this area will be a solid fence

Commissioner Comments: Concerns were expressed with the height of the Wing Street – east elevation.

No one was present to represent the application. Because Commissioner Coponen’s office is in the building, he stated that seven vinyl replacement windows would be installed on the front of the building (north side) as well as, on the west side. Three or four years ago the owners of the building replaced half of the windows and they are now replacing the remaining windows to match the "new" existing windows. Wallside Windows is the contractor. The windows are double-hung, welded tilt windows.

Motion by Culp, supported by Bayly to accept the application for completeness. Voice Vote: Ayes: All. Nays: None. Motion Unanimously Carried.

Motion by Holleman, supported by Culp to grant a notice to proceed with the following conditions:

Approval of the revised paint colors as stated above.

Relocation of two existing windows and the removal of one window on the first floor west elevation.

Approval of the 3’ black iron fence at the west elevation or driveway side.

Approval of a 3’ high solid cedar fence with 1" caps on the Wing St. or east elevation.

Approval of a 6’ section of fence at the rear (north elevation) to match that of the existing rear fence.

Voice Vote: Ayes: All. Nays: None. Motion Unanimously Carried.

CASE #2 DEMOLITION

208 S. Rogers

The applicant, Steve Lomske described plans to demolish the 1941 ranch house at 208 S. Rogers. The house has little architectural significance. The condition of the structure is in disrepair and the construction techniques are substandard. The roof sheeting is "chip" board (not O.S.B. or plywood) which is rotting, decaying and leaking. The ceiling heights range from 6’ ½" to 6’ 11". The home has not been maintained for several years. The sewers are plugged, the electric needs to be brought up to code, and the house is full of mold. It is in a hazard state, and unfit to be used as a rental. Mr. Lomske described plans to remove the structure and build a more appropriate home, more historical in nature either a Craftsman style or Colonial Revival.

The Chief Building inspector verified that the home is unsafe and in his opinion should be demolished.

Commissioner Concerns: A site plan, floor plan and color photos of both the inside and outside of the home need to be submitted. A statement or drawings of the intended plans for the new home should also be provided.

Motion by Holleman, supported by Culp to refer the application back to the applicant pending the additional information. Voice Vote: Ayes: All Nays: None... Motion Unanimously Carried.

7. DISCUSSION:

The Chief Building Official stated that the fence at Linden and Dubuar has been installed by Novi Fence and the height varies between 42" and 45". In this instance the homeowners pulled the permit. The height of the fence should be 42". As it stands now the existing variances in the height should not be approved

The Chief Building Official also stated that there is a difference in fence heights in the Historic Design Standards (36") and the City’s Ordinance of 48". The Commissioners were in agreement that the Northville City Ordinance should be in conformance with the Historic Design Standards. That height should be 36 inches.

8. ADJOURNMENT:

Motion by Culp, supported by Holleman, to adjourn the meeting at 8:35 P.M.
