The purpose of the Building Department is to issue permits; license, monitor, inspect; and enforce building, zoning, signage codes, state barrier free codes, state construction codes, City Code of Ordinances, and historic district requirements for all construction, renovations, and additions to commercial, industrial, and residential property within the City. In addition, all electrical, plumbing, and heating and cooling inspections are performed by two part time independent contractors, under the jurisdiction and supervision of the Building Official. This department is also responsible for retaining, reviewing, and storage of the required site plans and construction documentation.

In addition, record keeping and agendas for the Planning Commission, Board of Zoning Appeals, and Historic District Commission are prepared by the department’s personnel.

 Building Permit Application

NOTICE TO BUILDERS :  Recent changes to the Zoning Ordinance affect Residential Building Heights in the R-1A and R-1B First Density Residential Districts.  Changes include:

  • New language basing maximum building height in the R-1A and R-1B, First Density Residential Districts on the size (area) of the lot.
  • Clarification of where the maximum height of a foundation wall is measured from.
  • Language to ensure compatibility of new residential buildings in existing neighborhoods by limiting proposed slopes around new homes and limiting the height of first floor elevations compared to adjacent residences. A certificate of grading or grading plan requirement has also been added.
  • Definition changes and additions for basement, story, building height, grade plane, mezzanine, grade, existing grade, and finished grade.
