General Fund Budget Fiscal Year 2004
General Description of Activity
The General Fund accounts for all police, fire, public works,
planning & zoning and administrative functions of City government.
Proposed Fiscal Year Overview
Overall, the proposed General Fund budget reflects an increase of
2.30% from FY 2003. The City of Northville’s budget is
essentially a “maintenance” budget. The proposed general
operating millage has not been increased from FY 2003, despite no
projected increase in State Shared Revenue and decreases in most
other revenue categories.
Long Term Plan
The goals of the long-term plan are to provide an excellent level
of service to the Northville community and continue to implement
capital improvements as necessary, while keeping the millage rate at
a steady or decreasing amount. This will continue to be a
greater challenge; however, in light of an uncertain economy,
limited development opportunities, and taxable value constraints
imposed by Proposal A.
Labor contracts for the City’s four bargaining unions expire June
30, 2004. For this reason, increases in wage rates are not
reflected beginning with FY05. An allowance has been included
in the unallocated reserve line item for possible wage adjustments.
Certain expenditures are increasing beyond the rate of inflation
which are beyond the control of the City. Examples of these
expenditures are the cost of health insurance (12% for FY04) and
liability insurance to MMRMA (30% for FY04).
