A planned unit development (PUD) is land area that has both individual building sites and common property, such as open space or a park, and is designed and developed under one owner or group as a neighborhood or community unit. PUD approval consists of a review process based on discretionary application of the Michigan Zoning Enabling Act (Section 503 of Public Act 110 of 2006, as amended).

Planned Unit Development is addressed in Article 20 of the Zoning Ordinance.

Site Development Plan

A site plan is a drawing that depicts an applicant’s intention for a parcel, including existing and proposed
structures as well as natural features. Site plans are prepared in accordance with city specifications
showing the arrangement, layout and design of a proposed use. Site plan review is a technical process
of reviewing and approving a site plan. The proposed site plan is compared to design standards stated in
the city’s Zoning Ordinance and the degree of conformance or non-conformance is established. For this
reason, site plan review requires the expertise of professional staff who are skilled in the process, often
with oversight from municipal leaders.

Special Land Use Applications and Fees
Special Land Use
 
Special land uses are considered to be more intense, or potentially more disruptive, compared to the various uses in a particular Zoning District which are permitted by right. 

The uses classified as special land uses vary by District and are listed in the regulations of each Zoning District. These provisions encourage cooperation and consultation between the City and the applicant to facilitate development in accordance with the City’s land use objectives. 

An approved special land use shall be considered a conforming use permitted in the District at the specific site where it is located.  Special Land Use is addressed in Article 16 of the Zoning Ordinance
